DEFENDANTS BANNED FROM SELLING CREDIT RELATED GOODS OR SERVICES

Tyme Lock 2000, Inc., dba United Family Services and USA Membership Services; Total Resources, Inc.; Ruth R. Adams; and Stella L. Aguilar are banned from advertising, marketing, or selling any credit-related goods or services, to settle FTC charges. FTC charged the defendants in August 2002, as part of the "Operation No Credit" sweep, with falsely representing that consumers would receive a credit card and various electronic items in exchange for a fee. FTC charged that the defendants' practices violated the Telemarketing Sales Rule (TSR) and FTC Act. The settlement also bars defendants from misrepresenting any fact material to a consumer's purchasing decision. NOTE: This stipulated final judgment is for settlement purposes only and does not constitute an admission by the defendant of a law violation. Stipulated final judgments have the force of law when signed by the judge. FTC TO REVIEW TIRE ADVERTISING AND LABELING GUIDES

FTC will review the Tire Advertising and Labeling Guides under FTC's Regulatory Review Program. The Tire Guides have remained essentially unchanged since 1968 (with slight revisions in 1994 to address retreaded tires). They're designed to guide industry and the public on how to comply with and understand relevant advertising and labeling regulations and requirements enforced by FTC. The Guides cover tires for use on "passenger automobiles, station wagons, or similar vehicles," and address, among other things, performance claims; deceptive pricing claims and guarantee advertising; point-of-sale disclosures regarding use, care, and safety; and disclosures relating to used, retreaded tires, and snow tires. FTC is seeking public comments on whether, and how, the Guides should be revised at this time. FTC ISSUES SECOND "PROJECT SCOFFLAW" REPORT

FTC has issued its second report highlighting efforts to detect and prosecute violators of FTC-obtained court orders. Since some of these cases involve advertising, it may be useful to review this report. It can be found at: .
